Rental Registration
Keeping Housing Safe & Compliant
Stanton has adopted the 2018 International Property Maintenance Code (IPMC) and requires a Residential Rental Permit for any dwelling rented or offered for rent. A valid permit is required (or pending, subject to inspection approval) before a unit is used for human habitation.
Who Must Register
A property is considered a rental if all three of these are true:
The occupant is not the owner but has the exclusive right to reside there.
The occupancy is not transient (it’s their permanent address).
There is an agreement (written or oral) that sets conditions—payment of rent or an exchange of goods/services.
Family relationships do not automatically exempt a unit if these conditions are met.

If you’ve been flagged but your property isn’t a rental, you may file a Not a Rental Affidavit.
How The Program Works
Apply
Owners (or their agent) submit a Rental Permit Application.
Initial Inspection
The City coordinates inspections with the owner/manager and provides 30-day written notice. Owners must give tenants at least 24-hour notice.
Re-inspections (if needed)
Used to verify corrections of cited deficiencies.
Ongoing Cycle
Permits are valid for three years and require re-inspection before renewal.
Enforcement: The Mayor (as Code Enforcement Officer) is responsible for enforcement and may designate an inspector.
Permit Term & Fees
Permit Term – 3 Years
Rental permits are valid for a period of three (3) years from the date of issuance. Property owners must renew their permits prior to expiration to maintain compliance. Additional details and requirements are outlined in the Stanton Registration Notice for Property Owners.
Fees
Single-family rental: $150
Multi-family (per unit): $75
Failure to show (no cause): $100
Re-inspection (after 1 free): $75
Late fee: $25/month (balances 30+ days past invoice date)
